Oricat efort ai investi o estimare ramane o estimare. Nici un efort suplimentar oricat de mare nu va face aceasta estimare perfecta.&lt;br /&gt;&lt;br /&gt;Este de apreciat cat de putin efort este necesar pentru a creste dramatic acuratetea. Cu 10% de efort putem obtine o acuratete de 50%.&lt;br /&gt;&lt;br /&gt;La final remarcam un declin in curba acuratetei in momentul in care  se investeste prea mult efort. Alaturi de &lt;span style="font-weight: bold;"&gt;ISO 9000:2000&lt;/span&gt; , Sisteme de management al calitatii, Principii fundamentale si vocabular, standardele deja cunoscute, ISO 9001, 9002 si 9003 sunt integrate intr-un nou standard ISO 9001:2000 - Sisteme de management al calitatii, Cerinte, care se caracterizeaza prin compatibilitate cu seria ISO 14000, referitoare la managementul mediului.&lt;br /&gt;&lt;br /&gt;Acest nou standard, care are drept scop imbunatatirea continua si cresterea satisfactiei clientului prezinta un set de cerinte de management al calitatii pentru orice organizatie care trebuie sa-si demonstreze capabilitatea in furnizarea permanenta de produse care sa indeplineasca cerintele clientului, precum si pe cele reglementate. An organisation writes specific procedures to meet those requirements,the organisation then demonstrates to a certifying body that the procedures are being followed. Thereafter, the certifying body issues a certificate. The standard is suitable for large bureocratic organisations where there is a centra1 comand and where each individual has a structured rol. Its lack of flexibility inhibits change and the customer suffers. Acesta presupune identificarea si eliminarea componentelor sau produselor finite care nu indeplinesc conditiile standardelor. Controlul calitatii este un proces ce intervine intr-o faza ulterioara realizarii componentelor sau produselor. O astfel de metoda va avea ca rezultat obtinerea de produse de calitate dar uneori cu cosiderabile retusari sau rubuturi. Controlul calitatii este realizat de obicei de profesionisti numiti inspectori sau controlori. Inspectia si testarea sunt cele mai utilizate metode de control al calitatii, iar acestea sunt foarte raspandite si in educatie pentru determinarea atingerii standardelor.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Asiguarea calitatii &lt;/span&gt;(Quality Assurance - QA) este diferita de controlul calitatii. Aceasta se realizeaza &lt;span style="font-weight: bold;"&gt;inaintea si in timpul &lt;/span&gt;proceselor. Preocuparea acesteia este aceea de a preveni aparitia defectelor. Asigurarea calitatii presupune a produce avand zero defecte. Aceasta consta in atingerea in mod constant a specificatiilor predeterminate sau, cu alte cuvinte, "a face lucrurile bine de prima incercare". Asigurarea calitatii este obtinuta prin responsabilitatea fortei de munca, de obicei lucrand in grupuri sau echipe si nu de un inspector, cu toate ca si inspectia poate avea un rol in asigurarea calitatii. Calitatea produselor sau serviciilor este obtinuta prin implementarea unui sistem cunoscut ca "sistem de asigurare a calitatii", care stabileste exact cum va avea loc productia si la ce standarde. Standardele de calitate sunt mentinute prin urmarea procedurilor stabilite de sistemul de asigurare a calitatii.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Managementul calitatii totale &lt;/span&gt;(Total Quality Management - TQM) incorporeaza asigurarea calitatii dar o extinde si o dezvolta. TQM presupune crearea unei culturi a calitatii, prin care obiectivul fiecarui membru al organizatiei este satisfactia clientilor si unde structura organizatiei ii permite aceasta. In TQM clientul este suveran. Conceptul presupune a oferi clientilor ceea ce acestia doresc, cand doresc si cum doresc. Aceasta implica schimbarea o soroc cu modificarea asteptarilor clientilor si practica crearii de produse si servicii care ating si depasesc asteptarile. Este recunoscut faptul ca perceptiile si asteptarile clientilor sunt usor schimbatoare, iar uneori capricioase. Cei mai buni programatori pe care i-am cunoscut intrau intr-un fel de transa cand scriau cod ... erau atat de concentrati ... incat puteam sa vorbesc lana ei fara ca ei sa sesizeze sau sa-i deranjeze ... evident cel deranjat eram eu in cazul in care vorbeam cu ei.&lt;br /&gt;&lt;br /&gt;Cand trebuie sa comute intre 2 proiecte sau 2 taskuri plonjeaza dintr-o lume in alta, tranzitia ia timp. Este bine sa aiba un task de rezerva in cazul in care in taskul principal s-a impotmolit ... problemele apar cand trebuie sa comute intre 3-4 taskuri fara a-l termina pe cel precedent. Cand proiectele esueaza, estimarile au fost catastrofale.&lt;br /&gt;&lt;br /&gt;- aproape 2 treimi din proiecte au depasiri semnificative fata de bugetul estimat (Lederer 1992)&lt;br /&gt;- 64% din features incluse sunt rar sau deloc utilizate (Standish 2002)&lt;br /&gt;- jumatate din proiecte isi depasesc termenul de predare cu 100% (Standish 2001)&lt;br /&gt;&lt;br /&gt;Din pacate oricat de mult se lucreaza la imbunatatirea lor, estimarile nu pot fi coborate sub un anumit grad de incertitudine, raman incerte ... de multe ori ce pot spune la inceputul proiectului este ca probabilitatea sa termin proiectul deseara este 0% ... iar probabilitatea de a-l termina in 2 ani este de 100%.  Pe masura ce avansez in proiect estimarile se imbunatatesc ... ajungand ca in penultima zi de munca la acel proiect sa am o probabilitate de 99.9% ca proiectul sa fie terminat a doua zi.&lt;br /&gt;&lt;br /&gt;Institutul Project Management Institute (&lt;span style="font-weight: bold;"&gt;PMI&lt;/span&gt;) prezinta aceeasi imbunatatire progresiva a estimarilor. Plaja initiala indicata de ei este de +75% la -25%. Privit insa global asigurarea calitatii depaseste spera produsului orientandu-se spre procesele care fac posibila producerea unui produs de calitate.&lt;br /&gt;&lt;br /&gt;Un scurt exemplu: Pot sa produc un produs de o calitate exceptionala, daca cerintele cumparatorului nu au fost prelevate complet sau au fost intelese gresit ... clientul va fi nemultumit.&lt;br /&gt;&lt;br /&gt;In software este foarte usor sa confunzi asigurarea calitatii cu testarea. Diferenta este insa mare. Asigurarea calitatii este un proces ce se despasoara continuu pe toata durata desfasurarii proiectului, testarea este o faza in cadrul ciclului de viata al proiectului.&lt;br /&gt;&lt;br /&gt;Fiecare proces are un metric care permite project managerului sa consulte pulsul acelui proces. E important ca metricul sa aiba sens si sa fie orientat spre indeplinirea scopurilor acelui proces. La fiecare firma este necesar si manegementul si supravegherea calitatii.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Asigurarea Calitatii:&lt;/span&gt; parte a managementului calitatii concentrate pe furnizarea increderii ca cerintele referitoare la calitate vor fi indeplinite. Standardul anterior iso 9001:1994 a definit cerintele referitoare la asigurarea calitatii. Aceasta a fost transformata dupa 2000 in management de calitate, care are sens mai larg, si intre altele contine si asigurarea calitatii.&lt;br /&gt;&lt;br /&gt;Certificatul ISO 9001 obtinut de o anumita organizatie mentioneaza ca aceasta are implementat si mentine, conform ISO 9001:2000, un sistem de &lt;span style="font-weight: bold;"&gt;management al calitatii&lt;/span&gt;. Daca la acest nivel nu exista implicare, sistemul nu functioneaza si vorbim despre un sistem mort. Cercul trebuie sa se inchida si spirala rezultata in urma functionarii acestui ciclu ridica calitatea produselor livrate catre client.&lt;br /&gt;&lt;br /&gt;Multe organizatii se opresc la forma exterioara a standardului si intrunesc cerintele certificarii si re-certificarii, fara ca acestea sa duca in mod real la cresterea calitatii produselor (sau la cresterea satisfactiei clientilor). Organizatia este motivata de cerintele clientilor, care incep sa nu mai accepte colaborarea cu firme necertificate. Certificarea ISO 9001 devine un "must" in participarea la licitatii, este numai un &lt;a href="http://www.clubafaceri.ro/info_articole/122_calitate_iso_9001/2325/Certificarea+ISO+9001+-+o+alta+autorizatie+%3F.html"&gt;avantaj de marketing si nimic mai mult&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mitul ISO 9001&lt;/span&gt;: Un produs creeat de o firma certificata ISO 9001 este "mai bun", cu o calitate superioara, fata de un produs al unei firme necertificate.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;FALS!&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Certificarea atesta ca organizatia are implementat si mentine un sistem de &lt;span style="font-weight: bold;"&gt;management al calitatii. &lt;/span&gt;Putem spune ca toate produsele apartinand unui lot au aceeasi calitate (calitate controlata). Satisfactia clientului este masurata. Pe baza acestora se iau masuri pentru cresterea ei in viitor. Dar in momentul comparatiei nu exista nici un indiciu privind scalarea produsului provenind din firma certificata fata de alte produse similare.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Concluzie&lt;/span&gt;: ISO 9001 garanteaza &gt; Calitatea produsului provenind dintr-o firma certificata ISO 9001 va fi mai buna sau identica in raport cu loturile precedente ale aceluiasi produs.&lt;div class="blogger-post-footer"&gt;&lt;script type="text/javascript"&gt;&lt;!--
